A FLOATING CADAVER DISCOVERED IN THE DONSOL RIVER

Sorsogon City, [01.07.23]- [Updated]  A floating cadaver of a male person was discovered along the Donsol River today.

In a released report by Donsol Municipal Police Station, the victim was reported at 10:00 AM by Arsenio N. Tolentio, Barangay Captain of Barangay Suguian, Donsol, Sorsogon.

Personnel of the Donsol Municipal Police Station, Donsol Municipal Disaster Risk Reduction Management Office, and the Philippine Coast Guard conducted the water retrieval operation.

The decomposing body is wearing gray shorts and a black T-shirt, medium built, more or less 5 in height believed to have been drowned. 

The dead was identified as Dante Mancera.

He left their residence at 9:00 AM of January 5, 2023 to dig earthworms to be used as bait as he intend to go fishing (with hook, line and sinker) along the Quipia River, Jomar Mancera told the police.

LAGMAN RECALLED ALL DEPARTMENT HEADS AND CHIEF OF THE HOSPITAL  

The Office Order was issued subsequently upon officially assuming office yesterday.

Legazpi City, [12.02.22] – Albay newly installed Provincial Governor Atty Edcel Greco AB Lagman on Thursday has issued his initial Office Order Number 1 ordering a recall of the department heads to go back to their mother units where there were previously assigned.

In an electronic copy obtained by www.philexaminer.com, the office order was dated December 1, 2022.

The office order has cited pertinent provisions of the Local Government Code and the Civil Service Commission Resolution Number 1800692 and is to take immediately upon receipt.

It can be recalled that several department heads including the chief of hospitals under the Provincial Government of Albay (PGA) were re-assigned last four months ago.

Lagman has been officially installed as the Provincial Governor of Albay by the Department of Interior and Local Government following the serving of the writ of execution in relation to the Comelec en Banc Resolution affirming with finality on the findings of the Comelec 1st Division to the filed disqualification case against Noel E. Rosal.

In the meantime, Lagman has issued his ten-point commitments anchored on the principles of welfare to Albay, and to every Albayanos will be given an “unqualified premium over partisan and transactional politics”.

In the same vein, the Sangguniang Panglalawigan ng Albay (SPA) convened yesterday in a private hotel and issued a resolution recognizing the appointment of Lagman as the new Provincial Governor of Albay.

The session was presided over by Provincial Board Member Glenda Ong Bongao, who was sworn in as the new Vice Governor of the province.

ARMY ENLISTED PERSONNEL DIED IN A BUY-BUST OPERATION      

The victim died in a hospital due to gunshot wounds after the armed confrontation with the police.

Legazpi City, [11.11.22] – An Philippine Army enlisted personnel died in a police anti-illegal drugs operation on November 9, 2022 inGuinobatan, Albay.

In a belated report issued by Police Regional Office  5 received by www.philexaminer.com, the incident transpired at 10:00 PM in Purok 7, Barangay Inamnan Pequeño, Guinobatan, Albay.

The casualty was identified as Aaron Llorente Magbuhat, 33 years old, an AFP enlisted personnel.

He is suspected to be a member of the Rigo Magbuhat Group and a resident of Kenny Village, Barangay Mauraro, Guinobatan, Albay.

The police report said that the armed confrontation between the suspect and the law enforcers ensued after the suspect drew a firearm and fired at authorities.

The personnel of the Philippine National Police Drug Enforcement Group Special Operations Group (PNPDEG SOU 5), Guinobatan Municipal Police Station, Police Intelligence Team (PIT Albay), SCIT, RIU 5 (Intel Pocket), PRO 5, RMFB 5, Albay PPO, 1st PMFC, MIB, and CIDG, conducted a buy-bust operation under PDEA Pre-Ops No. 10007-112022-0096 at about 10:15 PM of November 9, 2022, against the suspect.

The wounded suspect was brought to Josefina Belmonte Duran Albay Provincial Hospital (JBDAPH) in Ligao City but was pronounced dead on arrival by the attending physician.

The following items (non-drugs and drug items) were obtained from the suspect’s possession during the buy-bust operation are the following:

      🔹 One (1) large heat-sealed transparent plastic containing a white crystalline substance suspected as shabu weighing more or less two grams (subject of buy-bust)

      🔹 One-hand fragmentation MK2 grenade

      🔹 One unit 45 Caliber (1911)

      🔹 Five fired cartridges for 9mm

      🔹 One live ammunition for caliber 45

      🔹 One brown wallet containing several IDs

      🔹 One Smartphone (Vivo), and

🔹 one unit black Suzuki Raider J Pro motorcycle with “For Registration” plate.

Meanwhile, the SOCO team recovered the following additional items from the cadaver of the suspect:

🔹 One (1) PHP1,000.00 bill with SN BS442497 (buy-bust money)

🔹 Four (4) PHP1,000.00 bills boodle money with same SN QL852903;

🔹 Four (4) PHP500.00 bills;

 🔹 One (1) necklace (dog tag) with the name MAGBUHAT AL 882094/INF

ALBAY DECLARED UNDER STATE OF CALAMITY   

The declaration was based on the pre-emptive response of the provincial government to the threats of the upcoming Typhoon Paeng.

Legazpi City, [10.29.22] – The province of Albay is preparing its contingency on disaster response to mitigate the effect of the coming Typhoon Paeng.

A meeting with the Albay Public Safety and Emergency Management Office (APSEMO), and Provincial Social Welfare and Development Office (PSWDO) was held to prepare a plan on emergency response and relief operations of the provincial government.

The provincial government is pre-positioning 4992 sacks of rice that is to be distributed to the local government units in the province.

The five-kilo rice assistance will be distributed to the affected families who will be evacuated to the designated evacuation centers.

Aside from the relief assistance, Albay Governor has ordered the suspension of classes at all levels – both public and private schools.

He also directed the preparedness of all Barangay Disaster Risks Reduction Management Office (BDRRMO) for the possible effect of Typhoon Paeng.

Meanwhile, the Sangguniang Panlalawigan ng Albay (SPA) also passed a resolution this afternoon declaring the entire province of Albay under a state of calamity.

A MAN GOT DROWNED IN A RIVER IN CAMALIG, ALBAY  

The victim did not reach home alive to their mother’s house after he fell on the swollen river in Barangay Libod.

Legazpi City, [10.30.22] – A 53-year-old male was reported to have died after an accidental fall from the footbridge in Barangay Libod, Camalig, Albay. At the height of Tropical Typhoon Paeng.

According to the report, the body of the victim Danilo Moral Oliquino, 53 years old, farmer of Purok 6, Barangay Libod, Camalig, Albay was discovered at 10:30 this morning along the river in Purok 7, Barangay Libod, Camalig, Albay.

According to the police investigator who quoted the victim’s brother, the victim had a drinking spree from 6:00 PM until 10:00 PM on October 29, 2022.

The victim had an accidental fall from a bridge while crossing the footbridge on his way to their mother’s residence and fell to the river and was swept away by a strong river current.

The victim was found almost 1 kilometer away from the said footbridge.

This is the first drowning incident recorded in Albay at the height of Typhoon Paeng.
