An accounting is sought for the PhP10.00 excess raffle draw collection for the Phlippine National Red Cross Annual Fund Campaign Activity.

San Francisco, Guinobatan, Albay, [05.24.18] – The Grade 7 Federated Treasurer on Sunday has accused the principal of Marcial O. Rañola Memorial School [MORMS] of violations of Department of Education Memorandum Number 143, Series of 2016 or the Reiteration of No Collection Policy from the Parents-Teachers Association, using lllegal receipts and no clearance policy.

Narvaez accused Gemma Sapo, Principal Marcial O. Rañola Memorial School [MORMS] of committing gross violations of Department of Education Order 143 against the members of the federated Parent – Teachers association in which she presented her proofs of violations allegedly committed by the high school principal.
The first cited violation was the collection of Annual Fund Campaign Activity through raffle in the amount of PhP40.00. The Phlippine National Red Cross Annual Fund Campaign Activity is being undertaken in the whole chapter, through a raffle in the prescribed amount of PHP20.00.
The conduct of a raffle is to raise funds for Philippine National Red Cross fund campaign is not compulsory contribution, but Marcial O. Rañola Memorial School the amount collected from its students was PhP40.00.
There was an excess of PhP20.00 in the collection made from every contributing students.
The GPTA Officers of MORMS are raising questions against their high school principal on the excess collection of PhP20.00.
Where did it go as there was no proof of clearance to collect PhP40.00? Narvaez asked.
A certification issued by the Philippine National Red Cross Albay – Legazpi City Chapter to the request of the GPTA Officers of MORMS and was signed by Rosiedel P. Rivero, Chapter Administrator – the raffle tickets only amounts to PhP20.00 and only PhP15.00 is remitted to the Philippine National Red Cross wile PhP5.00 goes to the school as incentives.
The second issued raised by the source against the MORMS high shool principal: was the dubious printing of the Federated Parent – Teacher’s Association’s official receipts.
The official receipts bears no registered tax payer’s identification number [tin] and the name of printing press who performed the printing job does not appear on the receipts including the printing press taxpayer’s identification numbers.

The Marcial O. Rañola Memorial School is a public high school and have an approximate 7,000 student population as of last school year, Narvaez added.
Meanwhile, MORMS Principal Gemma Sapo can not be reached for comments as of posting time.
