Balutan reminded the Philippine National Police (PNP) that it has a Memorandum of Agreement (MOA) with PCSO, being the lead law enforcement agency to eradicate all forms of illegal gambling in line with President Rodrigo Duterte’s war (Executive Order No. 13) against illegal gambling in the country.

Legazpi City, [03.06.18] – The General Manager of Philippine Charity Sweepstakes Office [PCSO] Alexander F. Balutan pressed the leadership of Police Regional Office – 5 to enforce the law on all illegal numbers game, particularly in the province of Albay.
In a press release issued last March 2, 2018 Balutan implored a police crackdown against the operation of “Peryahan ng Bayan” who uses the name of the agency as a cover for illegal gambling activities in Albay.
Balutan in a statement said that: “PCSO has not authorized any other entity to operate peryahan. Any operation of peryahan is unauthorized and illegal.”
Balutan disclosed that he received reports from the PCSO-Branch office in Albay that peryahan was being operated by Globaltech Mobile Online Corporation (Globaltech) and their agents/sellers and other personnel are back in operations last March 1, 2018 in the towns of Pio Duran, Libon and Oas.
Allegedly, the operator of the peryahan has offered PhP10 million “goodwill money” to the governor and PhP30,000 each for every mayor for them to allow the operation.
“The governor was offered the amount of P10 million but, I was informed, he did not take it. More than 50 percent of the mayors took it,” the source who refused to be identified for security reasons.
Unfortunately, the local police have not taken action against the illegal operations of peryahan and allowed the draws in Oas and Libon.
Ironically, the police stopped Friday the STL draws in Ligao City.
Balutan said the peryahan aimed to frustrate the operation of the Lucky V Prime Enterprises, an Authorized Agent Corporation (AAC) of PCSO owned by the late Alex Herman Alemania, which is still actively playing STL in the province.
