This is terrible when a mind is lost, judgement also is lost.

This is happening in Bicol region particularly inside the Department of Public Works and Highways when it allowed a private contractor to embark on tree cutting activities – without an approved Environmental Compliance Certificate and a green light from the Protected Areas Management Board [PAMB].

The illegal cutting of trees within the proposed road network inside the Mayon Volcano Natural Park has created a legitimate environmental turbulence from caring Albayanos.

The circumvention of Republic Act Number 7586, otherwise known as the National Integrated Protected Areas System [NIPAS] Act of 1992 was brazenly violated by the Department of Public Works and Highways in Bicol Region.

This has turned this department into an “island” figuratively speaking.

DPWH or any government agency can not just impose its own project per se by breaking the law on environment such as – the Republic Act Number 7586, otherwise known as the National Integrated Protected Areas System [NIPAS] Act of 1992.

As the illegal cutting of trees inside the identified road network between Sto. Domingo and Bacacay, Albay was ordered to proceed without permit is a proof that the leadership of DPWH – Bicol has embarked on a moronic decisions.

Ignorance of the law, excuses no one. They should be punished for their wanton, moronic vandalism of the Republic Act Number 7586.

The province of Albay was just recently included in the UNESCO list as Biosphere Man Reserve, in the declaration only Albay and Palawan has received this type of declaration.

With this recent environmental uproar from the oppositors the DPWH and the contractors were caught red-handed in circumventing the law on declared protected areas such as Albay and the province’s ecological house-keeping was wantonly trampled by shrewdness and stupidity.

The protest will continue to escalate to stop the madness in connecting the road network from Sto Domingo to the Mayon Planetarium in Barangay Buang, Tabaco City.

As promised by the DENR, can they impose the fine against the contractor and the DPWH?

I wish and I pray, that the DENR  still keeps its bureaucratic courage to impose the prescribed penalties on the violators, for environment’s sake.
