masbatecityMasbate City, [06.13.17] – At least three suspects were facing serious charges for violations of Republic Act 9208 (Anti-Tracking in Persons Act of 2003), Violation of Republic Act 10022 (Large Scale Illegal Recruitment) and Estafa after they were arrested by authorities in downtown Masbate City on Monday.

According to Police Senior Inspector Maria Luisa C. Calubaquib, Spokesperson of PRO-5 the suspects are being held by police in Masbate after they were arrested on Monday at 8:30 o’ clock in the morning of June 12, 2017 in DYME Compound, Zurbito St., Barangay Pating, Masbate City.

In a report, PSI Calubaquib has identified the suspects as Ernesto Garcia y Estavillo, 63 years old, married, retired Deputy Director of Civil Service Commission, resident of Barangay San Roque, Daraga, Albay; Joseph Operario y Magdaong, 45 years old, married, driver, resident of Barangay Bagumbayan, Daraga, Albay; and Leopoldo Artezuela y Burasca, 39 years old, married, security guard, resident of Barangay Tubog, Cawayan, Masbate.

They were arrested by the joint personnel of Masbate City Police Station, Police Intelligence Branch, Criminal Investigation and Detection Group, Regional Intelligence and Detection – 5, Regional Intelligence Unit – 5 and Military Intelligence Company while in the act of enlisting, contracting, hiring and procuring workers to join MACC BAF MNLF HIGHLANDER under the Moro National Liberation Front (MNLF) and National Commission on Indigenous Peoples (NCIP).

The victims were identified as the following;

Jose Rapsing y Barruga, 34 years old, married, security guard, resident of Barangay Pating, Masbate City;

Antonio Fuentes y Dela Cruz, 23 years old, single, laborer, resident of Sitio Imbudo, Barangay Jamorawon, Milagros, Masbate;

Jehu Azuero y De Asis, 41 years old, married, farmer, resident of Barangay Dayao, Mandaon, Masbate;

Raffy Manimog y Morados, 27 years old, married, collector, resident of Barangay Poblacion Mandaon, Masbate;

Saul Llavor y Rollo, 26 years old, single, jobless, resident of Barangay Poblacion, Mandaon, Masbate;

Teodolfo Apsay Jr y Casio, 64 years old, married, farmer, resident of  Barangay Poblacion, Mandaon, Masbate;

Fernando Ibañez Jr y Merioles, 59 years old, farmer, resident of Barangay Poblacion Aroroy, Masbate; and,

Richard Bacolod Sr y Castillo, 69 years old, married, retired Public School Teacher, resident of Purok 1, Brgy Barangay Nursery, Masbate City.
