Malinao, Albay, [04.15.17] –The latest political gambit displayed by five members of the Sangguniang Bayan of Malinao by unanimously skipping the scheduled special session on April 4, 2017, was an exercise in futility to use the political offensive via dictatorship of numbers in obstructing the construction of new Malinao PNP building.
The collective display of pettiness of Municipal councilors namely; Ervin Fajut, Jose Chavez, Norlito Cas, Joan Layun and Milagros Igdanes was trounced by the altruism of Malinao Mayor Avelino “Billy” C. Ceriola on Tuesday.
Ceriola was piqued by the turn of event and was quoted in vernacular “Mga lapa an kaisipan kan mga konsehal na ini, kung habo makatabang, maka ulang lamang” [their minds are rotten, if they don’t like to be of help, at least they obstruct.]
“Today they promised to attend the session to pass a resolution authorizing the mayor to donate the 600 square meters lot to the PNP Malinao, but they never attended the session. It is a disservice to the people of this town, that even Municipal councilor Cas who chairs the Peace and Order Council is among those absent.” Ceriola lamented.
At present, the Maliao PNP personnel is holding its office on the second floor of Malinao Public Market – a despicable situation to behold.
The 600 square meters Balading property owned by the Montealegre was purchased by the local government of Malinao in the amount of PhP3 million.
The first tranche was paid in the amount of PhP2.2 million, while the remaining PhP800,000.00 arrear was finally settled on March 31, Ceriola explained.
I am readying this deed of donation of at least more than 400 square meters required parcel by the PNP on my own property situated in Barangay Balading, Ceriola said.
The deed of donation was executed by Mayor Ceriola and the PNP Malinao will have its final home along the national highway located in Barangay Balading.
The fund intended for the construction of PNP Malinao Building is on the stand- by, while the bidding was already finished. An amount of PhP4.173 will be released by the Philippine National Police, as soon as the deed of donation is finished as a counter part of the local government.
The PhP4.173 was previously intended for the construction of PNP building in Virac PNP, however upon the previous request by then Malinao Chief of Police, Police Senior Inspector Arthur R. Gomez to Police Senior Superintendent Antonino R. Cirujales, who was then the head of the PRO-5 Comptrollership Division [RCD-R6] and the current Albay Police Provincial Police Director granted the request.
In the meantime, Police Chief Superintendent Melvin Ramon G. Buenafe, PRO-5 Regional Director expressed his appreciation to the nobility of Mayor Ceriola that the new PNP office in Malinao will be constructed within this year.
