Virac, Catanduanes, [11.30.16] – Virac Mayor Samuel V. Laynes has appealed to his constituents on Tuesday to stay calm and avoid wild speculations, linking in the narco-politics in the province of Catanduanes as police conducts investigation on anti-illegal drugs operation in the province.
Laynes told The Philippine Examiner that he still maintain his innocence, amidst the conjectures being attributed against him about his alleged involvement narco-politics in Virac.
According to him, it can not be avoided because I entered politics. But the public knew me all along about my own brand of governance, despite of being a political neophyte.
He admitted that the discovery of the illegal drug laboratory in Palta Small has brought shame to the entire Catanduanes, but he expressed confidence that a thorough police investigation will ferret out the truth, who are behind the operation of the shabu laboratory.
“Since I assumed public office, I religiously followed all the directives imposed by the Department of Interior and Local Government under the Duterte administration, particularly on the anti-illegal drugs campaign,” he said.
Among these, we had actively campaigned on the anti-drug awareness program and in the fight against criminality in all the 63 villages of Virac.
The proof of this, is the the release of PhP5 million budget this year to Virac Municipal Police Station for the procurement of one pick-up, additional fire arms, hand held radios and four motorcycles, an additional PhP5 million budget for our local police is being readied for 2017, so that we can achieve our desired target output in maintaining peace in order here, Laynes explained.
In the same vein, Police Chief Superintendent Melvin Ramon G. Buenafe, Regional Director of Police Regional Office – 5 has assured that a in-depth investigation will commence after the inventories is finished.
The raided drug laboratory is considered to be the biggest discovered by the authorities and has a capacity to manufacture large quantities of methamphetamine hydrochloride or commonly known as “shabu” based on the inventoried laboratory equipments, according to the Anti Illegal Drugs Group.
They based on the discovery of six hydrogenator and drug precursors and other chemicals that is being used in the manufacture of shabu.
According to the authorities, one of the hydrogenator found inside the laboratory has the capacity to produce 1.2 tons per week, prompting them to conclude – that the laboratory was design to produce large scale meths, as they used the state-of-the-art laboratory equipment.
