Legazpi City [06.26.16] – The province of Albay will host again the  humanitarian partnership program dubbed as “Pacific Partnership 2016” on Monday, and the local government’s preparations is now  underway for the holding of the event that  will run from  June 27 to July 11, 2016.

usnsmercyThe 1,000 troops US troops will arrive in Legazpi City on Monday afternoon aboard the US Pacific Fleet – USS Mercy, from Timor Leste.

USS Mercy is the world’s largest hospital ship.

The twelve days humanitarian mission was organized to extend Engineering Civic Action Programs [ENCAPs] and Medical Civic Action Projects [MEDCAPs] to the Albayanos. The 2016 military exercise between the AFP and the U.S. Military will focus primarily on Humanitarian Assistance Disaster relief in response [HADR] to enhance response capabilities on natural disasters and other crises that will endanger public health and safety.

Aside from the highlights activities such as the medical mission, other civic action activities are to be extended by the visiting troops to the Albayanos will also deal with cooperative,veterinarian, women, peace and security seminars and workshop.

The humanitarian mission is the sixth episode of the so called military partnership between the Philippines and the United States of America under the the Philippine-US Mutual Defense Treaty to be conducted in Albay, following the Project HOPE 2015 humanitarian mission.

Brigadier General Claudio L. Yucot, Commander, 901st Infantry Brigade, 9th Infantry [Spear] Division, Philippine Army has clarified during the media briefing that his troops will provide security to the visiting foreign troops.

Since the the course of the humanitarian mission will enhance “interoperability” between he visiting troops and our military, we will provide the security contingency, Yucot said.

In the same vein, Lieutenant Commander Kris Hooper, Pacific Partnership Public Affairs Officer, admitted that mission in Albay will be both beneficial to the United States and Philippine troops as they will acquire new knowledge  from each other in terms of disaster response experiences.

“The humanitarian mission in Albay will both benefit Philippine troops and the American troops as they will learn from each other in terms of disaster response”, he said during the press briefing.

The Pacific Partnership will benefit as much as 3,000 indigent  Albayano patients. Majority of the patients will be treated aboard the USS Mercy.

Pacific Partnership is an annual deployment of forces from the Pacific Fleet of the United States Navy [USN], in cooperation with regional governments and military forces in the Asia-Pacific region, after it was conceived following the 2004 Indian Ocean earthquake and tsunami.
