“We have come together to oppose Charter change and dictatorship, the oppressive TRAIN Law, widespread human rights abuses and the attacks on our sovereignty,” Balucio said. “Charter Change cannot solve the recorded inflation, labor and agrarian unrest, and even the worsening climate of impunity.”

Balucio reiterated that Duterte regime blatantly maneuvering its forces, even its operated media, to claim false accusations against the people.

“The recent two-day public consultation led by the Consultative Committee (ConCom) tasked to review the 1987 Constitution on July 5-6 revealed lies that more than 6,000 people from all over Bicol region support federalism of the Duterte government,” Balucio said.

“They even planted illegal drugs to the killed broadcaster in Albay, Joey Llana, to come up with lies in favor to them,” Balucio added.

The EJKs are now pegged at thousands: targetting not only suspected addicts and pushers but also Church workers, government officials, farmers and more.

In all-out war of US-Duterte regime from July 2016 – June 2018, 163 (38 in Bicol) are extra-judicial killings (EJK); 351cases of Frustrated EJK ; 351 cases of illegal arrest and detention; 503 of political detainees (22 in Bicol);  1,599 cases of illegal arrest without detention; 432,380 forced evacuation; 42,127 cases of use of public places for military purposes; 356,964 people affected of bombing; and 6,782 cases of indiscrimiate firing.

There are more anti-people incidents that only resulted to the severe crisis which made opponents of the regime declare, “Sobra na! Tama na! Wakasan na!”.

Positioned at different points in six provinces in the region for the United People’s SONA, Bicolanos are expressing widespread outcry over urgent issues, including widespread killings, agrarian unrest, political repression, the culture of misogyny and brutality, attacks on national minorities, and worsening socio-economic conditions.
