The regional offices of the Department of Public Works and Highways together with the Department of Environment and Natural Resources in Bikol region has to do, a written explanation and an apology why the cutting of trees along the national highway in Rawis, Legazpi City were cut without proper coordination with the barangay council.
Residents of this barangay including the barangay officials were caught unaware to the unannounced cutting of agoho trees [Casuarina equisetlifolia L. Cauanrinaceae] last Friday evening.
The brazen shortcut committed by the contractor, the Department of Public Works and Highways together with the Department of Environment and Natural Resources – is a blatant disregard of the power and functions of the barangay, committed by these two regional offices.
Somehow the insulting way of thinking or behaving that the two regional directors [Department of Public Works and Highways together with the Department of Environment and Natural Resources and the contractor] are smarter than the sovereign people of Rawis, in doing the short cut.
The cutting of the trees along the highway without the proper protocol to inform the village officials is an abuse of discretion in the first place.
When elected officials tried to reach you by phones – there is no available answer from the end of the contractor and the regional directors to answer – THE BIG WHY?
The irked residents are demanding answers from their elected village officials after the felled agohos were seen littering along the roadsides, can not explained who did it, because the elected officials were simply by-passed and ignored.
Who done it? There is no one available to answer.
Sending a courtesy letter from the concerned agencies to the barangay officials is easy and simple because of proximity.
The manner of cutting of tress was done at 11:00 o’ clock Friday evening is highly questionable.
The blitzˌkriēɡ manner in which the slaughtering of the trees was executed in a deliberate concealed action, will never be considered as an admirable if to bring about victory into the eyes of the motoring public, because the itchy hands are too arrogant to impose their wills, instead to coordinate with the barangay officials of Rawis who had readied their certificate of no objection in the onset of the road widening project will affect the thriving trees along the national highway in their barangay.
